I think you should chill and let it go. My apartment was once rubbed and the room was a total mess. This was in New York City. The cop didn't even bother to come. We had to go to the police department and picked up some forms to fill out. Of course, never heard from anybody.

This guy hit your house. You can go to small claim court, which may have an upper limit of claims you can make, or get your insurance pay. It's just bad luck. Treat it as such and move on.
