protective order process, depend on state law, usually involved three steps: 

1.  emergency protective order, issued by police or emergency personel, usually last 24-72 hours.

2.  during the emergency waiting period, a person can petition for a temporary protective order, issued by a judge, based on probable cause, lasting 1-3 month, or until a court hearing was held. 

3.  permanent protective order, issued by a judge, after a hearing/trial.

What happened in your case, was that a judge previously did not order a temporary protective order.  The judge decided that even if everything she said was true, there is no probable cause to warrant a protective order. 

Had you provided us with this information, at least my answer would have been different.
