Can my ex disturb my daughter's green card?

My ex enjoy controlling everything. Also I have custody( He wanted remarried so he didn't want my daugher), He always bother me since he said he is the father. Can I apply my daughter's green card by myself without his permit? He threatened me a lot since we divorced. How can I get rid of his controlling completely?
