turbotax 1099是填"不需要“還是“需要但是沒有file”？

大部分老地主們說不用報1099。那在turbotax上應該怎麽回答

1. did you make any payments that required you to issue a form 1099? yes or no.

2. did you or will you file all required 1099 forms? yes or no

1選no簡單，但是擔心IRS到時說你撒謊。還是1選yes，2選no？
