剛看到“外國人登記令”今天正式生效， 請教8老師，我親戚B1/B2十年簽證，2024年7月來美旅遊一個月，入關時打過指紋（簽證時也打過指紋）。

現我又邀請他今年五月初來美，住60多天，來回機票早已買好。這種情況下我親戚能豁免嗎？還是他仍然需要上網登記？登記的話還需要等待打指紋嗎？還是他可以不登記，隻在入境時和海關報告要停留的時間就可以了？

-Correct. Because he is not physically present in US currently, he does not need to do anything. Also, because he has done the figerprinting when he applied for the visa, he does not need to do the registration either after he re-enters US in the near future.
