My mom was born in 1970 in Beijing and moved to Hong Kong in 1976. Then, She moved to Canada in the 90s became Canadian. Now I am applying green card for her…She doesn’t have a birth certificate from China and doesn’t have a 戶口. She does have a Statutory Declaration from Hong Kong government where my deceased grandmother declared that mom’s birth date, and birthplace in Peking, China. (see attached). If I provide this declaration, is it sufficient for mom’s birth certificate ? 太感激您！
