-The link you cited is about the family violence occurred within US, not related to adoption.. The United States have very serious law to protect children and women from family violence within US. If the family violence takes place outside US, the law you cited does not apply to it.

 

Here is one example:

This example is for the spouse of a US citizen or green card holder, but the principle is the same for the family violence to children.
