Did your brother's fmaily file DS 260 application for the immigrant visa yet? If yes, the kid cannot get the B2 visa to come to US due to immigrant intent. If no, the kid may apply for B2 visa to visit you temporarily, but she needs to go back to China to apply for the immigrant visa toegther with her father.
