拒絕信上的拒絕決定的日期是2019年3月嗎？還是更早拒絕但是你2019年3月才發現？

關鍵的問題是那次有多久的unlawful presence。根據USCIS Adjudicator's Field Manual chapter 40.9.2(b)(3)(A) （這個PDF的第85-87頁），Adjustment of Status（I-485）pending期間不積累unlawful presence，就算最終被拒了。

"Note that, if the application is properly filed according to the regulatory requirements, the applicant will
not accrue unlawful presence, even if it is ultimately determined that the applicant was not eligible for the
benefit in the first place. The accrual of unlawful presence is tolled until the application is denied."

所以如果第一次I-485是2019年3月拒絕的話，那從那個時候才開始積累unlawful presence。到2019年8月離開美國的時候積累了少於180天的unlawful presence，所以不觸發任何ban（3年或10年的ban都沒有）。如果這樣的話，第二次I-485的拒絕是錯的，應該reopen。
