-Yes, they can file I-485 together with you immediately after they enter US as H-4 holders (i.e. get the H-4 I-94/status at the port of entry). But they need to stay in US until USCIS receive their I-485 and put the information into USCIS system (it may take about two weeks). By the way, they had better apply for advance parole to leave US which may take a few months.
