Sponsor Mother's Green Card

Hello,

If I'm only sponorsing my mom for her green card, does USCIS still require her certified/notarized marriage license?  My lawyer insists that we will need to provide the notarized marriage license, and if not provided, we will receive a RFE.  My parents lost their marriage license and are unable to obtain a copy now.
