我想請問如果父母的i-94是8月底到期，如果8月中旬遞交材料會不會太晚了？

-- 不會, 但最好到美國3個月後再遞交I-130/I485

什麽時候才可以算是申請被接受，然後可以合法的待在這裏？

-- 收到 I-485 的 Notice of receipt, I-797

如果8月中旬申請太晚的話，是不是先要申請簽證i-94延期比較好？

-- No need, because the overstay will be waived as a direct relative of US Citizen. No hurt if you do so.
