看來I-824晚一個月也可以辦，我想最後30天試一試這個police clearance letter。有了它，申請I-290B，興許可以挽回。
I called local police station, told them my mon's I-485 got denied, and I need the clearance letter urgently for appealing. However, my mom got heart attack in China, and is not able for travelling. The police office said if I find a local immigration attorney and get the "power of attorney", then I can go to represent as my mom to get the clearance letter.

I contacted with an attorney. He said he can do it. The procedure is:
An attorney in their network can mail the documents from Shanghai, get my mon's fingerprints, and signed permission to let me become the "power of Attorney". In that case, I will be able to fill the I-290B for my mom, and get the police clearance letter.
