先寫BACKGROUND AND ACHIEVEMENTS（這裏已經對NIW的三點進行了解答）
然後按照NIW下麵的三點分成3段說明。
1.seek employment in an area of substantial intrinsic merit
2.benefit of Dr. Xx’s work is national in scope;
3. the national interest would be adversely affected if a labor certification were required

還是說我必須按照NIW的三點分三段寫，3段格式，分別說明一個問題
