辦理離婚期間孩子travel的問題

老貓老師，我們在加州。剛剛開始divorce proceedings. 律師剛發了所有filed copy. 其中在Summons裏有這樣一段:

Starting immediately, you and your spouse or domestic
partner are restrained from:
removing the minor children of the parties from the state
or applying for a new or replacement passport for those
minor children without the prior written consent of the
other party or an order of the court;

請問這個removing是什麽意思？是不能relocate and live outside California？還是travel outside CA也不行？

訂了機票帶小孩春假回國10天左右。小孩現在都跟我住，我在撫養，父親不見小孩不付child support. 如果他不同意，或者不給written consent，那我們就沒法travel了？

之前問過律師，他說traveling should not be a problem as long as there's no court order forbiding me to do so. 現在又要對方written consent....
