Your reference point, like most decent people,

 

is outside of you. You have a standard that is publicly acknowledged.

His reference point is inside of him, and most bosses are like that, to different degrees.  He also enjoys exercising his power and lusts for more of it.  He might even take delight in seeing you squirm.

Not sure how you can get on his good side. Maybe try to discern his agenda and somehow convince him that you are willing to serve his agenda.

But realize that he may not have a good side, for you.

You mentioned "merit-based". But your boss is "me-based". Take your pick.

 

(He knows where your reference point is, and his ego does not take that kindly.)
