Why don't you ask your insurance company?

1. TX insurance applicability to FL accident, please ask your insurance company.  You paid money, they have to service you. 

2. Hiring lawyer, yes, FL lawyer would be best, because (1) local law applies; (2) access to local evidence such as police report. But FL lawyer is not required.
