pretty normal. that you understood it doesnt necessarily mean americans would understand it. just like you understand chingklish very well but not all americans do, and you have a hard time to understand asian indians' accent but americans don't.
it all depends on the reporter' spoken volume, the surrounding noise level, etc. at the time. what you are hearing from this video might have been acoustically enhanced such as noise canceling... whatever, move on.
