Many Federal and state employees create many fake IDs and get paid in different departments and states. For example, Sharon Guo has man different last names, Sharon This and Sharon That, and all serve as different university's fundraising chairs and get paid in different names and all money goes to Sharon Guo. Of course she cannot go to work in every office at the same time for longer period of time.
