這個核心的技術就是大飛機整體發展包括設計和製造還有係統集成。這有多重要難度有多大可以從印度飛機的發展看出。印度可以買到所有組件包括那些中國買不到的，可以借鑒世界上所有飛機包括那些中國看不到的，可能有比中國更多受過先進教育的技術人員；但是印度的小飛機花了幾十年的時間前不久才基本成功。日本是另外一個例子而且日本的條件比印度好的多。
