Huge liability for the driver; ask the other parents if ok.

Local short distance may be ok.   Long distance, a parent better be at the passenger seat. Also check with insurance agent to see what is covered and if liability umbrella insurance includes the kid as a driver.

Learner license in Calfornia cannot even take other kids and only allows day time driving.

See if zip car allows pre college drivers; I thought only college students are allowed as drivers.
