關於高技術移民麵簽永久居留的問題，請教過來人，謝！

拿高技術移民簽證的申請永居不知可否直接麵簽？

查看了下Home office的guidance notes （08年11月的version)，上麵說“The premium service is not available for applications as a businessperson, innovator, investor, self-employed lawyer, Tier 1 migrant or Tier 2 migrant..."

有點不解，高技術移民是tier 1,工作簽證是Tier 2，那這樣一歸類，就沒人能麵簽了？希望明白人能指點指點， 多謝！
