Yes, one bid is licensed plumber, one is non licensed plumber.

my drainage pipe or sewer pipe broken, one portion 2 foot from the house is made of iron, it is broken.  one portion is 50 foot away from the house, it is made of cement, the root grows inside the cement sewer.

My question is

Is it OK for me to hire an non licensed Chinese handman to do this job?

Is it OK for doing this job without a permit?
