Nobody say the billionare pay 15% rate is fair. You just thinkin

Billionare only pay 15% tax, not fair, so people make more than $250k will need pay more. Why not say billionare pay 15% not fair, so everybody make more than $10k need pay more tax? (for some people $10k=billionare or $250k=billionair)
