If the state does not mandate interest on security deposit,  you don't pay it.

For EMD?  No, you shouldn't pay interest at all.

EMD is not for contract/lease. EMD is only for the "intention" for getting into lease.

When lease is signed, EMD becomes (part of) the security deposit.
