In my case is Builder. You'd better hire a roof inspector if you

help and support from your builder. In my case, shingles started falling off from roof meant serious problems, whicher means builder not done  it according to code proved by my shingle company who can test your falling shingles. Finally, I got whole roof replaced and all expense back from builder. Good luck to you!
