No, that is not correct. Majority commision is still 5-6%.

Ask yourself, if you only pay him 1%, he will split 0.5% to buyer agent.  Can you expect him do any good work?  this even can not cover his cost.

Off course, like above said, if you are sell a 10 million house, 1% will be enough.
