Deal is deal, in most cases. Even if you signed into a 10% before, that was what you decided.

You can ask, but not always possible and in time to re-lock rate. Also a mere 0.25% may drag you into extra point and other hassel.

If this is for your own living in, just pay $25 extra each month and you will have de-facto lowered rate. :)
