old saying, 3-leaf grass, let it be. The easiest(not the cheapest) way to get rid of it is Round-Up from home depot/Lowes/Walmart/Sears.
The poison ivy is not necessary on the fence, but also on the ground. If your dog touches it and you hugs your dog, you will get it.
On a related issue, for people living in the eastern part of the country, especially with big lot with private woods or enjoy weekend hiking, be very careful with deer tick. Due to 2 consective warm winters, I have never seen so many deer ticks. They are as small as black seseam seeds. Since they are so small, after being beaten, most people couldn't realize it and therefore didn't apply the treatment. 2 years later they are caught by Lyme disease. The treatment requires taking heavy dose (a full fist) of daily anti-biotics for about 9-12 months, which is very unpleasant.
