請教NJ的賣主必須交the settlement fee and the NJ Realty Transfer Fee?

The current title compant told me that I (the seller) have to pay the settlement fee and the NJ Realty Transfer Fee.

But I found that I as a buyer paid both while the seller did not pay at all from the previous title company when I purchassed the home.

I am in NJ. Please help if you know. Thanks!
