a sump pump system in the basement, which costs around $3000-$4000 in my area(DC) so your number sounds ok. 

The contractor will build a water drainage system along the basement floor and installs the sump pump(s).

It sounds like a good deal from your data with the total about 50% off the market price.

You may go ahead to buy it.
