I would do the following 2 things.

1. first call your utility company, check the service entrance, sometimes transformer nearby go bad.

2. single phase service line always come in at 220v, then split into 2 channels, if you have 180v, there is a short somewhere in the breaker box. most likely not passed the breaker box.
