怎末credit report查出1個SSN被兩個人用?

I used criticredit to check my tenant application, the SSN/DOB/name matched with the information he sent me in application form. But the credit report mentioned anther person (completely different name) also used the same SSN (the report has something like as follows)

 

Other people that have used this Social Security Number: xxxxx

 

Is that possible that one SSN used for two persons? Or what could be the reason?

By the way, this applicant has excellent credit score (even higher than me)
