laminate floor problems, help!

All experts please help.  I just spend $3500 for a 1000sf rental house. I picked very nice materials presented to me by the contractor.  I gave him $3500 that included labor and meterials.  He did the work but the next day, the floor started to show up some bumps. milimeters to centermeters, tens of them.  He said it is due to the dog urine.  Others said due to unclean floor.  but weeks later, there are more and more those bumps came up all around.  I went to the store and the store people said that they recommended a black foam for moisture barrier but the contractor said it has bad smell and he changed back to a clear thin plastic which is not good for this concrete slap floor. The store people went to see my floor and said it is due to moisture. now I do not know what to do now.  I think the floor will went back in months or years?  not sure, any one has any idea?  Who is response for this?  The contractor? the store? or me?  The contractor said I did not know your house has moisture.  I said it should be your professional knowledge that any concrete slap has the potential moisture problems. 5555, my $3500 is gone....
