How to contribute after tax 401K?

投資老白！最近開始學，發現走了很多彎路。準備重新布局。有2個問題請教居士們：

1. 公司不提供 after tax 401K, 個人怎樣contribute?

2. 我以前的401K都是 Target retirement year, 現想改成標普指數。有哪些途徑？我知道其中之一是 rollover to my current. But my current 401K management company is small.
