請教： vanguard account closure and transfer fee

Vanguard email 說: 

"Account closure and transfer fee: A $100 processing fee may be charged for account closure or transfer of account assets to another firm. "

如果把個人賬戶裏的 一部分 funds 轉回銀行賬戶，也需要付這個processing fee 嗎？
