Potential tenant question

A couple with two kids (15 years old and 4 years old), female came to the US as F1 student, husband should be dependent:

1. The wife is 39 years old, F1 student, has I20, currently study at a university

2. The husband is 51 years old, a dependent but has bank statement to show $6,000 per month income through a car repair business at home

3. The town where my house is doesn't allow renting to undergraduate student. Is it ok that I sign the lease only with the husband so I won't violate the rule?

note: both couple looks very reliable, I checked their documents, passport, visa, I 20, bank statement.
