REI only sells ones with GPS, between $270-$500.

No monthly fee. You just need to register it online, which I believe is free. If you want to replace the battery after expiration, it costs about $150, but hard to find the right store. 

Only buy it for peace of mind when in wildness, wish we will never use it.
