You are falling into the trap of the chinese language.

Chinese language is too vague.  “天擇” means there is a 選擇者, it may not be human. It could be some random Cosmo events like a asteroid hitting the Earth.  進化 doesn't imply it is getting better. It is just more adaptive to the environment, that is all. That is the reason why I think the social Darwinists are playing god and making judgment calls on things they have no rights to do.
