while he falls down, if his knees are down, then the ball is dead, if before his knees are down, it is a fumble.

The problem is, the ref. doesn't think he had the control of the ball, consider he was just falling down with those 3 steps(not football moves).

It is a judgment call that whether he had the control of the ball. But most people would think he did have.
