The draw for the first and second rounds of joint qualification will take place on 27 July 2023.[3] Teams will be seeded into four pots. Pots 1, 2 and 3 contain the teams ranked 1–9, 10–18 and 19–27 respectively, while Pot 4 contains the remaining 18 teams (ranked 28–45). All teams from Pot 4 will be drawn to the first round without further seeding. Teams from Pots 1, 2 and 3 will be drawn directly to the second round, along with an allocated first-round tie winner.
