海牙公約(Hague Convention)護照公證(需要有apostille)是什麽意思？

F2在國內，如要申請ITIN進行報稅，根據W7表格說明，需要進行符合海牙公約的護照公證（如下）。請問，這是一種特殊的外事認證嗎？還是一般公證處辦理的有英文翻譯的公證就可以了？謝謝!

Have the copies notarized by a foreign notary. However,foreign notaries are only acceptable as outlined by the HagueConvention. The Hague Convention provides for the simplified certification of public (including notarized) documents to be used in countries that have joined the Convention. A certification will be issued in the form of an “apostille,” which will be attached to the copy of the document.
