virtually encourage the illegal immigration, too much effort spent in esl, bilanguage-education, dream act.... hispanic Kids (leagal or illegals) in esl are taught in spanish, which supposes to teach english for non-english speaking students, the students have no motivation to learn anything, but schools need to hire more to these programs---claiming no money. I know a few schools here have 70%+ students having free lunch for low income family, by the way the city I live is so called "rich district". That is the reality. More tax won't solve the problem.
