It's hard to be sure without more of the song lyrics, but sounds like he is saying:
I talk myself into (something)
I talk myself out of (something)

To talk myself into something means to convince myself that it is the right thing to do, even if I have some doubts. To talk myself out of something means to convince myself that it is better not to do it, even if there are some reasons why I want to do it.
