Xiaoman was right.  A space can be filled with light or light can fills a space.

But when 'fill' is used for light it seems to emphasize the state(充滿）.  ”灑滿“ on the other hand parenthesizes the action--illuminating.

Not sure is other people perceive the same.  I can be wrong.  In the fact I was wrong already when I said that light does not fill a volume.
