In drinking a rare wintage, the prime state is to reach the point of being tipsy.
In appreciating a precious flower, the point of seeing it bloom halfway.


The grammar/the correct order of words:

The prime state in drinking a ware wintage is [to reach 改 at] the point of being tipsy  (and the prime state) in appreciating a precious flower, the point of seeing it bloom halfway.

After a rearrangement of the order of words:

At the point of being tipsy is the prime state in drinking...
At the point of seeing half-bloomed buds, in appreciating...

Into a prose form:

The most enjoyable moment in wine drinking is when just a little tipsy is felt; in flower appreciation, when the buds are only halfway bloomed.
