appeal to 在Oxford and Longman 都有

to try to persuade someone to do something by reminding them that it is a good or fair thing to do

to try to persuade somebody to do something by suggesting that it is a fair, reasonable or honest thing to do

They needed to appeal to his sense of justice.

我覺得這裏有calling for的意思.
