中國人＂個人自掃門前雪＂的心態，決定了一切。

Of course not all Chinese are like that, but a huge fraction of Chinese are and they are the ones benefited from the current system and are controlling China.

If these people only care about about their own personal interest, of course they don't care about 公平. To some degree, 公平 would work against them because 公平 means they have to work harder to get what they want. If my theory is correct, then democracy won't work in China because Chinese are not ready. 水能載舟亦能覆舟...
