is because Xi Jing Ping is too hardlined. His anti corruption campaign made too many enemies. Hong Kong is being used by the west because of china's military muscle flexing in the seas around china. Basically because Xi's policy is too hardlined. He has made a lot of enemies and no friends for himself and the communist party.
