Indeed, this family is in desperate situation.  
Yes, a lot of people are stealing, cheating at a large scale.

Unfortunately and inconveniently, STEALING is still wrong.  There is thin line between promoting and cheating.  By the way,  40萬 is not a lot for elites, however, it is not a small number for people at the bottom level.

The point is not about the number, it is about cheating.
